Reports

The GIS in Transportation team publishes regular Case Studies, hosts and facilitates regular Peer Exchanges, and publishes Peer Exchange Summaries promoting the use of GIS. These products highlight lessons learned and best practices among the GIS and transportation communities and are used to improve decision-making in transportation planning.

FHWA encourages planners at State Departments of Transportation (DOTs), Metropolitan Planning Organizations (MPOs), FHWA Division Offices, and State and federal resource and regulatory agencies to take advantage of these resources.

Using GIS to Advance Transportation Equity

An equitable implementation of transportation infrastructure is essential in addressing and alleviating the burden of transportation issues for disadvantaged communities. Metropolitan Planning Organizations (MPOs) hold the responsibility of ensuring equitable transportation policies are implemented at a regional level and that there are no inequities in allocating federal funds and resources to transportation projects and policies. The Federal Highway Administration (FHWA) is publishing this case study report which examines how MPOs utilize GIS to advance their equity goals and address disadvantages in transportation accessibility in their respective regions. A particular emphasis was placed on how the data is folded into the equity policies, projects, and plans that the MPO is currently working on or intends to work on in the future.

AASHTO GIS-T Symposium 2022 FHWA Elevating Equity Workshop Proceedings Report

FHWA sponsored an interactive workshop on Elevating Equity through Spatial Analysis and Visualization at the American Association of State Highway and Transportation Officials’ (AASHTO) 2022 Geographic Information Systems for Transportation (GIS-T) Symposium. The purpose of the workshop was to present and explore practices for advancing environmental justice (EJ) and equity using spatial analysis and visualization tools for better decisions in transportation planning, programming, project development, and operations. The workshop also provided an opportunity for peer learning, networking, and knowledge sharing. This Proceedings Report summarizes workshop presentations and discussions and highlights key take-aways and next steps for FHWA.

Using GIS for Crash Location and Analysis at State DOTs | Case Studies of Select Transportation Agencies

State DOTs identified “crash location and analysis to improve road safety” as an area they are interested in learning how GIS is applied. This case study report identifies notable practices from these State DOTs across the country: Alabama DOT, Oregon DOT (ODOT), New York DOT (NYSDOT), North Carolina DOT (NCDOT), and Connecticut DOT (CTDOT).

GIS/Right-of-Way Peer Exchange Summary Report

The Federal Highway Administration’s (FHWA) Geographic Information System (GIS) in Transportation program sponsored a two-day peer exchange in March 2023 to convene practitioners of GIS applications to discuss and learn about how State Departments of Transportation (DOTs) are implementing GIS in right of way (ROW) planning and management. The peer exchange took place in Denver, Colorado, at Colorado DOT’s (CDOT) headquarters with six State DOTs and FHWA staff participating.

This report summarizes findings from a study sponsored by the Federal Highway Administration focused on using GIS to support ROW cost estimation. Emergency Management Peer Exchange: Summary Report

This report provides highlights from a peer exchange hosted by South Carolina DOT on September 11-12, 2019. Attending participants represented 5 different State DOTs and MPOs from across the United States. The peer exchange included presentations from most attendees and a roundtable discussion focusing on what GIS platforms can be leveraged by each agency in an emergency management scenario such as a natural disaster. Participants also discussed protocols they have in place to react to such a scenario and each agency spoke to what has worked well for them in the past and what procedures need improvement.

By highlighting the success stories, methodologies, and lessons learned of several public and private organizations, the Executive Scan Tour aimed to identify the critical information needed by transportation executives to enhance decision-making through breakthroughs in the implementation of geospatial technology and expertise.
